Nation overview research-cost visibility parity

- Updated the `/nations/[id]` Technology panel to show full research start costs (labor, cash, and required resources) on each selectable node.
- Failed research starts from that panel now surface exact shortage details (including per-resource shortfalls) instead of only a generic failure message.
