Mobile outcomes notifications panel alignment fix

- Fixed the top-bar **Recent outcomes** dropdown on mobile so it no longer renders partially off-screen on narrow devices.
- The panel now opens in a viewport-inset mobile layout and keeps desktop dropdown positioning from the bell anchor unchanged.
