Recent outcomes panel readability fix

- Updated the top-bar **Recent outcomes** panel surface to use the opaque header/mobile-menu token instead of the shared translucent card token.
- This improves readability in dark mode and on mobile where underlying page content previously showed through the panel too strongly.
