Tick engine convoy processing (P4.4B)

- Convoys now **arrive automatically** at their scheduled tick: cargo is credited to the recipient nation and the convoy status advances to `ARRIVED`.
- Arrival processing runs in Stage 2 (Queue Processing) of each tick, after build and unit queues.
- Multiple convoys due in the same tick are all settled in a single pass.
