Alliance operations hub fix

- Added a direct `Create alliance` entry point in Alliance Operations Hub (`/alliance`) when your nation is not currently in an alliance.
- The new action routes to the alliances screen with return-path and nation-context forwarding so players can continue alliance setup without losing flow context.
